The City of Newport News is looking to hire a company to handle staffing for its public events, from spring festivals to holiday celebrations. The city says its event calendar has grown significantly in both number and scope in recent years, straining its ability to keep events properly staffed. Officials also point to a newly purchased mobile stage, used for concerts and performances, which requires personnel with specific training to set up and operate.
An estimated 250 supervisor hours and 3,050 support staff hours were logged across the 2025 and 2026 event seasons combined, according to the city. The scope of work spells out the specific jobs staff would perform. A small crew, two to three people, must be trained to set up and take down the mobile stage. Every event needs a supervisor plus enough workers to match its size, along with 10 to 15 staff trained to monitor and enforce boundaries around alcohol consumption at events.
Staff would also drive golf carts to shuttle guests, assist performers before and during shows, and provide unarmed security support alongside city personnel. Additional duties include general event setup and cleanup, such as tents, barricades and signage, along with parking assistance. Shifts can run as long as 13 hours, spanning weekdays, weekends and holidays, and the company must notify the city of each event’s supervisor and staff count at least 10 days in advance.
The city has provided a detailed list of the specific events the company may be asked to staff, along with past staffing levels where available. That list covers 15 events or event types in total, of which three illustrate the range involved. The Juneteenth Freedom Festival, held each June, draws about 9,000 attendees and has previously used roughly 25 support staff plus a supervisor on the day of the event.
The two-day Fall-o-Ween Festival in October expects about 17,000 visitors combined and has used a rotating crew of two to six staff per day across its setup and event days. A new farmers market series planned for King-Lincoln Park, running seven Saturdays this summer, has no past staffing data since it has not been held before. The city notes that events, services and locations tied to the contract may be added or removed as needed.
Firms interested in bidding have until September 28, 2026, at 5:00 pm to submit proposals through the city’s online procurement portal. The solicitation is listed as RFP No. 27-0340-3017. Questions must be submitted through the portal by September 10, 2026.
