Similar $4M bids win City roadwork contracts

The City of Newport News has awarded a citywide term contract for road resurfacing and concrete repair and maintenance work to two contractors following a competitive bid process. The Invitation for Bids sought firms to handle both asphalt paving and concrete infrastructure repairs on an as-needed basis under a single annual agreement.
Awards are made on total bid amount to the lowest responsive and responsible bidders, with the City reserving the right to reject any or all bids, award the contract in whole or in part, and waive informalities where it determines doing so serves its best interest. Under this standard, both firms were selected as vendors following evaluation, according to pricing results posted on the city’s e-Procurement portal: Allan Myers VA, INC submitted a total bid of $4,712,777.00 and Branscome Operating LLC submitted $4,414,003.74, each based on unit-priced line items applied to the same estimated quantities and scope of work.

As a term contract, actual spending will depend on individual task assignments made on an as-needed basis, with completion timelines determined at the time each task is assigned. The contract’s scope spans two broad categories, each with its own line-item pricing:
Asphalt resurfacing, including bituminous concrete paving mixes, pavement milling, polymer fiber reinforcement, and adjustments to manholes and water valves. Pricing for individual line items varied between the two bidders, with each firm coming in higher on certain tasks, such as paving mixes and pavement milling, than the other.
Concrete repair and maintenance, covering deliverables specified separately in the project’s technical specifications, including concrete sidewalks, curb and gutter, medians, and ADA-compliant handicap ramps, alongside newly paved asphalt roadways.
Beyond the paving and concrete items detailed in the pricing comparison, the contract’s full bid schedule includes 46 separate line items covering additional traffic control and safety infrastructure. These include portable changeable message signs, truck-mounted attenuators, channelizing devices, electronic arrow boards, police patrol services, and flagger services, along with pavement markings, speed humps, mini roundabouts, and handrail replacement. Task assignments under the contract will draw on this broader item list as needed, in addition to the core resurfacing and concrete work.

The center will support nuclear physics research and other scientific disciplines across the Department of Energy Office of Science. The animation shows the architectural design of the Data Center, which represents an initial phase toward establishing the High Performance Data Facility. Once construction is complete and systems are installed, the facility will significantly enhance the region’s scientific research infrastructure and computational resources for ongoing studies at Jefferson Lab.
Newport News Waterworks Portal Offline Sunday for Scheduled Maintenance The City of Newport News alerts residents that the Waterworks customer portal and phone payment system will be temporarily offline for scheduled maintenance beginning at 11 pm on Sunday, July 12 and continuing through 4 am on Monday, July 13. During this maintenance window, residents will be unable to make payments or request services through these automated systems. Customers are encouraged to complete any necessary bill payments before 11 pm on July 12 or wait until after 4 am on July 13 to access these services. For those experiencing an emergency water outage during the maintenance period, the city remains available at 757-234-4800 to assist with urgent concerns.
