Planning Commission defers permit request for residential recovery home
City floodplain plan get sign-off; South Central Jefferson Ave. headed toward overhaul; USS Enterprise set for scrapping
The Newport News Planning Commission recently reviewed a requested a conditional use permit to run a recovery home on a residential parcel zoned for single-family dwellings. The proposed facility would occupy a 0.22-acre site in the city. Before staff could present the application, Chairperson Philip Shook announced that the applicants had requested a postponement. The Planning Commission voted to approve the deferral, pausing any formal deliberations on the land use request.
City documents indicate that staff determined zoning guidelines for the proposed property align with low-density residential development. According to the project summary, the One City, One Future 2040 Comprehensive Plan officially recommends these low-density uses for the site.
The postponed public hearing on the conditional use permit is scheduled to reopen during the Planning Commission’s meeting on August 5, 2026, at 2:00 PM. Following the commission’s review, City Council is scheduled to hear the case and make a final decision on August 11, 2026.
Commission unanimously recommends updates to city floodplain regulations
The Planning Commission voted unanimously 5 to 0 to recommend a zoning text amendment updating citywide floodplain regulations. Requested by the city, the proposal aligns local guidelines with federal standards. The measure clarifies definitions, application procedures, and documentation requirements. Standards are strengthened to reduce flood risks and protect private property and public infrastructure. Additionally, the updates preserve the city’s rating that provides residents a 20 percent flood insurance discount. No citizens spoke during the public hearing.
Zoning Administrator Nyoka Hall recommended that commissioners support the regulatory updates. The municipal regulations committee also endorsed the changes during its review on April 15, 2026. Staff explained that the revised standards maintain compliance with the Federal Emergency Management Agency’s National Flood Insurance Program. The administration emphasized that adoption will help preserve the city’s class 6 community rating, maintaining crucial insurance premium discounts for property owners.
The proposed zoning text amendment moves forward to City Council for final legislative action. Council members are scheduled to hear the case on August 11, 2026. If approved, the updated regulations will supersede existing floodplain ordinances. The city manager or a designated floodplain administrator will permanently keep all administrative files and permit records. Property owners must obtain permits and show full compliance for any future development or substantial improvements within designated flood hazard zones.
Commission unanimously recommends adopting South Central Jefferson Avenue corridor plan
The Planning Commission voted unanimously 6 to 0 to recommend adoption of the South Central Jefferson Avenue Area Plan. Designed to guide sustainable growth and redevelopment, the comprehensive plan covers the corridor and adjacent neighborhoods between Mercury Boulevard and J. Clyde Morris Boulevard. Extensive public outreach since February 2025 shaped the proposal, involving a thirty-member citizen advisory committee representing nine neighborhoods. During the public hearing, no citizens spoke on the item. Commissioners Lambert, Williams, Taylor, Archer, Black, and Shook supported the motion to approve the corridor revitalization guidelines.
Senior Planner Regina Jensen presented the proposal and recommended that commissioners approve the plan amendment. To ensure practical implementation, staff vetted each proposed action with internal municipal departments and stakeholders. The plan balances historic neighborhoods with arterial commercial revitalization, seeking to improve economic growth, safe mobility, and community togetherness. Specific recommendations address land use changes, including a commercial designation for a parcel on Jefferson Avenue. To address vehicular speeding and pedestrian safety, the plan proposes converting travel lanes into right-turn-only bus lanes, acting as a buffer for sidewalks.
Final legislative action rests with the City Council, which is scheduled to hear the case on August 11, 2026. If the governing body adopts the plan, the municipal engineering department will conduct a formal feasibility study regarding the proposed travel lane conversions. Meanwhile, several early implementation actions are already underway. The parks and recreation department will pilot an all-ages family fun day on August 8, 2026, at the North Newport News Community Center. Furthermore, local school officials have submitted a list of sidewalk gaps near bus stops to help engineers prioritize infrastructure improvements.
