Newport News Works on Strategic Plan Updates
City Council work session outlines planning process, priorities, and next steps for city roadmap through 2030

NEWPORT NEWS, VA – During a recent work session, the Newport News City Council reviewed the framework for updating the city’s Strategic Plan for 2025–2030. The presentation covered the planning process, current priorities, and the role of community input, marking a key step toward finalizing the city’s next five-year roadmap.
The current strategic plan, adopted in 2019 and amended in 2023, is set to expire at the end of this year. The updated plan aims to remain responsive to evolving community needs while aligning with the city's mission, values, and goals. It will guide the allocation of city resources and inform decisions across departments.
The strategic plan is being developed in collaboration with the Virginia Institute of Government (VIG), part of the Weldon Cooper Center for Public Service at the University of Virginia. VIG provides consulting services and support to over 230 local governments across the Commonwealth, specializing in leadership development, strategic planning, and organizational improvement. In Newport News, the institute is facilitating council member interviews, coordinating the upcoming July retreat, and supporting city staff throughout the planning process.
The updated plan is being shaped by a combination of performance metrics and resident feedback, including findings from the 2025 National Community Survey. Survey results indicate broad satisfaction with overall quality of life, but highlight safety and economic development—particularly in the downtown area—as key areas for improvement.
In addition to analyzing survey data, the city will continue its outreach efforts to gather further community input. A series of public engagement opportunities will take place later this summer and fall, designed to encourage more interactive participation from residents.
The finalized plan is expected to be completed later in the year, providing a high-level framework for the city’s priorities and progress through 2030.
