The Newport News Public Schools Board established a Collective Bargaining Study Group to examine workforce organization. The board adopted a Collective Bargaining Resolution that created a nine-member study group including employee association representatives and School Board representatives to investigate collective bargaining issues following interest expressed by the Newport News Education Association and School Board employees. The study group will examine the scope of bargaining including wages, benefits, scheduling, work hours and working conditions, the appropriate number of bargaining units, long-term personnel and administrative costs, revenue flexibility considering the school division’s fiscal dependency status, fiscal timing alignment with budget adoption cycles, and potential impact on students and school operations including instructional continuity, staffing flexibility and student achievement.
