Newport News Council Approves Gas Stations, Auto Shop and Road Project
City greenlights key development and infrastructure projects during June 10 meeting

The Newport News City Council met on Tuesday, June 10, 2025, at the Denbigh Community Center to take action on several major development and infrastructure proposals, including two gas stations, an autobody shop, and several road improvement projects.
Costco Gas Station Approved
Council approved Conditional Use Permit No. CU-2025-0003, allowing Costco Wholesale to construct a new gas station alongside a 163,000-square-foot retail warehouse on Jefferson Avenue. The station will include 32 fueling pumps and accommodate queuing for up to 70 vehicles. The project, located on a 20-acre portion of a former Ferguson Enterprises site, is consistent with the city’s 2040 Comprehensive Plan. Traffic improvements will be made based on an approved traffic study, and existing landscaping will be preserved and enhanced. The Planning Commission had unanimously recommended approval. The measure passed 5-0, with Vice Mayor Bethany abstaining due to her employment with Ferguson.
Warwick Boulevard gas station
The Council also voted unanimously to grant a one-year extension for Conditional Use Permit No. CU-2023-0005, originally approved in 2023, for a gas station at 12394–12396 Warwick Boulevard. The extension was requested due to delays related to title and design work. With those issues resolved, construction is expected to begin soon.
Autobody and paint shop
A new automobile body and paint shop was also approved at 11408 Jefferson Avenue under CUP No. CU-2025-0002. The 1.92-acre site, previously used for car sales, will feature a 27,000-square-foot facility with 20 enclosed bays, 47 parking spaces, and office space. All operations will occur indoors to reduce noise and odor. The project received unanimous support from both the Planning Commission and the Council.
Warwick Boulevard & Yorktown Road intersection improvement
Council adopted an ordinance authorizing property acquisition for the Warwick Boulevard and Yorktown Road Intersection Improvements Project. The upgrades will include railroad crossing improvements, road resurfacing, drainage enhancements, and updated pavement markings. The city is authorized to acquire necessary easements through purchase or condemnation. Although a procedural issue prevented formal closure of the public hearing, the project itself received unanimous approval from the Council.
CNI Ivy Avenue road reconstruction project
On June 10, 2025, the Newport News City Council approved an ordinance authorizing the City Manager to make offers to acquire property for the CNI Ivy Avenue Road Reconstruction Project. The overarching purpose of this project is to rebuild Ivy Avenue from 20th Street to Nelms Avenue, which will include the undergrounding of existing overhead utilities, installation of new sidewalks, curb and gutters, and new asphalt pavement. Specifically, the ordinance empowers the City Manager to acquire, by voluntary sale or condemnation, a permanent utility easement at 1014 Jefferson Avenue, spanning approximately 5,568 square feet or 0.12782 acres. This acquisition is necessary for the project, and the City Manager is authorized to execute all required documents, with the City Attorney being authorized to initiate condemnation proceedings if voluntary sales are unsuccessful. Funding for this acquisition is available through previously appropriated Fiscal Year 2022 General Obligation Bond funds, and the City Manager recommended approval of the ordinance.
Together, these approvals mark significant movement on long-anticipated commercial and infrastructure improvements throughout Newport News.
City Council approves consent items, tax code update, transportation, and finance decisions
At its June 10, 2025, meeting, the Newport News City Council unanimously approved the consent agenda, which included minutes from the May 13 work session and regular meeting, and an ordinance setting the number of days for the Board of Review of Real Estate Assessments’ fall 2024 term.
Council also adopted an amendment to the City Code expanding tax exemptions for surviving spouses of public safety officers by recognizing deaths by suicide as line-of-duty, effective July 1, 2025. A resolution was approved authorizing the City Manager to enter into an agreement with VDOT for the Hampton Roads Express Lanes Traffic Management Plan, supported by $760,000 in regional transportation funds.
Additionally, the City Manager’s Office reported receiving over $9.2 million from the sale of the Hampton Roads Regional Jail facility, adding a significant boost to the city’s financial resources.
