Litigation over Transit Center Discussed by City Council

The Newport News City Council entered closed session during its Aug. 11, 2026 Work Session meeting, citing “probable litigation” tied to “contractual claims related to the construction of the transportation center.” City officials offered no further detail before convening privately. The closed-door discussion comes almost two years after the transportation center formally opened in 2024, raising questions about what contractual issues have since emerged.
The Newport News Transportation Center, located at 500-B Bland Blvd., is described as a “multimodal project” offering an improved, enhanced, and accessible experience for Amtrak Virginia and regional bus customers, and opened to passengers on Aug. 22. The project added two miles of new track, a mainline switch connection, and supporting earthwork, replacing a station plagued by inadequate parking, an exposed platform, and ridership beyond capacity. Planning dated back to 2012, with PE/Design work beginning that year.
The project drew together a wide range of partners, including the City of Newport News, the Virginia Passenger Rail Authority (VPRA), CSX, the Federal Railroad Administration, and Virginia’s departments of Rail and Public Transportation and Transportation, according to Amtrak. VPRA served as the project grantee, receiving federal funding through the Fiscal Year 2023 Consolidated Rail Infrastructure and Safety Improvements program. The city itself contributed $1.4 million of its own funds toward the $53 million project, according to Virginia-Pilot reporting by Josh Janney in February 2024. That reporting also identified WSP USA as the project’s design firm and M.B. Kahn Construction as the builder — though neither company was identified as part of the matter behind this week’s closed session.
