An Unsafe Structure Notice was issued in March 2026, and when the owner failed to correct the violation, the matter went to court, which ordered the demolition.
The city has now released an Invitation for Bid to find a contractor for the job, with the project released on October 5, 2026. The work calls for removing the entire structure down to its floor slabs, including all building materials, finishes, furnishings, plumbing, mechanical and electrical fixtures, and both structural and nonstructural components. The contractor must also cut off and cap all floor penetrations once the building is cleared.
Interested contractors face a tight timeline. A mandatory pre-bid conference and site visit takes place today, October 8, at 10:30 am at the property. Questions are due by October 15, and bids must be submitted by October 23 at 2:00 pm. Bidders are responsible for examining the bid documents, understanding site conditions that could affect cost and progress, and promptly reporting any conflicts or discrepancies they find.

Newport News to hold referendum on school construction sales tax
On November 3, 2026, Newport News residents will vote on whether to authorize an additional one percent local retail sales tax dedicated exclusively to school capital projects. If approved and adopted by City Council, the combined sales tax rate would rise from six to seven percent and generate approximately $29 million annually through 2046. The tax would not apply to groceries, hygiene products, vehicles, or gasoline. The school district has identified roughly $356.8 million in capital needs through fiscal 2031, including Denbigh High School renovation and Dutrow Elementary replacement. Newport News is among 47 Virginia localities with this question on the ballot. Early voting will run through October 31, with a town hall scheduled for October 6 at Warwick High School.
Newport News employees can elect 2027 benefits during October window
