The City of Newport News has issued a Request for Quotes for the purchase of fiberglass pedal boats intended for use at public parks and waterways, according to procurement documents released June 4, 2026.
The city is looking to procure ten 4-seater fiberglass pedal boats — five yellow and five blue — for recreational use across its public parks system. Boats are to be delivered to Newport News Park on Jefferson Avenue. The procurement is part of a broader effort to expand recreational amenities and improve visitor experience at city-managed water bodies. Award will go to the lowest responsive and responsible bidder, with a single contract issued via purchase order.
Each vessel must be constructed from UV-resistant fiberglass with a marine-grade gel-coated deck and chrome handles. Boats must measure between 10 and 12 feet in length, accommodate four adults, and support a minimum weight capacity of 805 pounds. Required safety features include non-slip flooring, foam-filled pontoons providing over 1,500 pounds of flotation, and reflective strips. All boats must comply with U.S. Coast Guard regulations for recreational watercraft.
The solicitation was released June 4, with a question submission deadline of June 8 at 1:00 p.m. Bids must be submitted through the city’s OpenGov Procurement portal by June 12, 2026 at 3:00 p.m. Fax and email submissions will not be accepted.
Newport News Seeks Contractor for Sidewalk and Accessibility Improvements
The City of Newport News has issued a procurement solicitation for construction of pedestrian infrastructure improvements along a corridor extending to the Hampton City line, according to specification documents released by the city’s Engineering Department.
The city is seeking a qualified contractor to install a five-foot sidewalk, ADA-compliant curb ramps, curb and gutter replacements, property entrance improvements, and associated drainage upgrades. The project is federally funded through the Virginia Department of Transportation’s Locally Administered Projects program, meaning the selected contractor must comply with VDOT technical specifications, the Hampton Roads Regional Construction Standards, and the City’s Design Criteria Manual. The work is intended to bring existing pedestrian infrastructure into compliance with federal accessibility standards while minimizing disruption to adjacent properties and businesses.
Core deliverables include sidewalk construction, ADA curb ramp installation, curb and gutter reconstruction, entrance replacements, and minor drainage and utility improvements. The contractor must submit weekly two-week look-ahead schedules, monthly construction schedules, and attend bi-weekly progress meetings. Traffic control plans must be approved before work begins, with single-lane closures on Jefferson Avenue permitted only between 8:00 a.m. and 2:00 p.m. on weekdays. The contractor is also responsible for coordinating utility adjustments with Virginia Natural Gas and Newport News Public Schools fiber infrastructure, with a minimum eight-week advance notice required for each.
Timeline
The contractor will have approximately 273 calendar days from the Notice to Proceed to achieve final completion. Normal working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Work outside those hours, on weekends, or on holidays requires advance written approval and may incur inspection fees of $75 per inspector per hour.

Each blood donation can save up to three lives and supports critical healthcare needs throughout the region.
