The Newport News City Council recently approved two asset forfeiture fund appropriations, directing a combined $415,000 toward public safety and community outreach. The larger of the two allocations, $400,000 to the Newport News Police Department, will fund an upgrade to officer service firearms, equipping them with red dot sighting systems and compatible holsters to improve accuracy and officer safety. A smaller appropriation of $15,000 was also approved for the Commonwealth’s Attorney’s Office to support victim services programming, community outreach events, school-based initiatives, and staff training.

The Newport News Police Department will use the $400,000 appropriation to modernize its service firearms with red dot sighting systems, commonly known as optics. These systems are mounted directly to the firearm and are intended to improve accuracy and response capability.

To accommodate the new optics, the department must replace its current firearms with updated models that include the necessary slide modifications for mounting. New holsters compatible with the upgraded firearms will also be required. The department plans to trade in its existing firearms and holsters, which will help offset the total cost of the transition. The purchase must also comply with federal guidelines governing the use of asset forfeiture funds. The appropriation will reduce the department’s asset forfeiture balance from $902,394.49 to $502,394.49.

The funds come from the department’s asset forfeiture account, which is made up of money transferred to the police as a result of officer participation in state and federal criminal cases where defendants’ assets are seized.

The Commonwealth’s Attorney’s Office will use its $15,000 appropriation to support a range of victim services and community outreach efforts led by the Victim Services Unit and the Community Initiatives & Outreach Manager. Funding originates from proceeds allocated by the Virginia Department of Criminal Justice Services from narcotics-related asset forfeiture cases. Programming includes human trafficking education, domestic violence awareness and training, sexual violence awareness programs and training, elder abuse awareness initiatives, teen violence prevention and education, and the Annual National Crime Victims’ Rights Week. The office also conducts outreach at Newport News Public Schools, hosts events at Patrick Henry Mall two to three times annually, and participates in holiday basket distribution in collaboration with NNPD and faith-based partners. Funds will cover outreach materials, youth program expenses, print media, and staff training. The appropriation will reduce the Commonwealth’s Attorney’s asset forfeiture balance from $65,367.29 to $50,367.29.

The City of Newport News has issued a Request for Quotes for the purchase of fiberglass pedal boats intended for use at public parks and waterways, according to procurement documents released June 4, 2026.

The city is looking to procure ten 4-seater fiberglass pedal boats — five yellow and five blue — for recreational use across its public parks system. Boats are to be delivered to Newport News Park on Jefferson Avenue. The procurement is part of a broader effort to expand recreational amenities and improve visitor experience at city-managed water bodies. Award will go to the lowest responsive and responsible bidder, with a single contract issued via purchase order.

Each vessel must be constructed from UV-resistant fiberglass with a marine-grade gel-coated deck and chrome handles. Boats must measure between 10 and 12 feet in length, accommodate four adults, and support a minimum weight capacity of 805 pounds. Required safety features include non-slip flooring, foam-filled pontoons providing over 1,500 pounds of flotation, and reflective strips. The city is seeking a qualified contractor to install a five-foot sidewalk, ADA-compliant curb ramps, curb and gutter replacements, property entrance improvements, and associated drainage upgrades. The project is federally funded through the Virginia Department of Transportation’s Locally Administered Projects program, meaning the selected contractor must comply with VDOT technical specifications, the Hampton Roads Regional Construction Standards, and the City’s Design Criteria Manual. The work is intended to bring existing pedestrian infrastructure into compliance with federal accessibility standards while minimizing disruption to adjacent properties and businesses.

Core deliverables include sidewalk construction, ADA curb ramp installation, curb and gutter reconstruction, entrance replacements, and minor drainage and utility improvements. The contractor must submit weekly two-week look-ahead schedules, monthly construction schedules, and attend bi-weekly progress meetings. At a recent City Council meeting, city staff introduced the city’s first-ever annual audit plan for fiscal year 2027, outlining nine proposed audit engagements focused on high-risk areas including cybersecurity, financial assets, government services, and contract administration.

City staff opened the item by noting that presenting an annual audit plan is a foundational governance practice. A presenter explained that the plan was developed using sources including the city’s strategic plan, prior audits, fraud and waste hotline complaints, a risk assessment questionnaire, and direct input from city council priorities and department directors.

After four years and 78 separate tasks, Newport News now has a blueprint for living with worsening storms. Kathie Angle, the city’s Chief of Civil Design, laid out that blueprint for the City Council during a work session late last month. Walking members through a sweeping stormwater master plan built on a $4.9 million state flood preparedness grant, Angle presented one of two items on the evening’s agenda, alongside the city’s annual audit plan. The stormwater package bundles three plans, one for stormwater infrastructure, one for flood plain management, and the city’s first-ever climate resilience plan, along with a set of new programs aimed directly at residents trying to keep water out of their homes.

Council members Cleon Long and Robert Coleman raised questions about design standards, open drainage ditches, pedestrian safety, and the city’s MS4 permit obligations. Four-year stormwater planning effort culminates in three-plan package Angle described a project launched in summer 2022 to replace an outdated stormwater master plan, update a boilerplate flood plain master plan, and create the city’s first resilience plan. City models 23 watersheds, identifies 75 infrastructure projects Angle said the city developed individual watershed plans for all 23 watersheds and identified 75 projects ranging from gray infrastructure pipe capacity work to nature-based solutions. Prioritization tool ranks projects by benefit, cost, and social vulnerability A spreadsheet-based tool rates each project on factors including the area served, number of buildings affected, social vulnerability, flood control value, and water quality benefit. The tool then weighs those factors against cost and available staff to produce a ranked project list. City priorities can also be manually elevated. City adopts higher design standards to account for worsening storms Angle said rainfall design requirements used in Newport News were 30 to 40 years out of date. The city updated its stormwater ordinance two years ago and its design criteria manual in December 2025. A revised flood plain ordinance is expected to come before council in July. The new standards include a 20 percent increase in rainfall design requirements, consistent with recommendations from HRPDC and neighboring localities. CRS rating improvement saves flood insurance policyholders 20 percent Newport News entered the Community Rating System as a Class 7 in April 2022 and moved to a Class 6 in October 2025, resulting in a 20 percent discount on flood insurance for all city residents purchasing policies. City launches flood-ready homes program with state grant funding Three citizen support programs were outlined. The flood plain assistance program, in place since 1999, has resulted in 85 property purchases and 15 acres restored to green space. A new agreement with the Colonial Soil and Water Conservation District covers 80 percent of design and construction costs for private drainage improvements. A new flood-ready homes program, funded by a state grant, will send experts to evaluate residential flood readiness and provide elevation certificates. Council member questions whether design standards are discouraging redevelopment Council member Long said building organizations have raised concerns that some city design standards are too restrictive and may not be achieving the flood resilience intended. Angle responded that most developer pushback tends to involve state-required standards the city cannot waive, and offered to review any specific list Long could provide. Open drainage ditches raise pedestrian safety concerns in older neighborhoods Long raised concerns about open ditches on roads such as Eastwood Drive and Old Oyster Point Road, where no sidewalks exist and pedestrians are forced to walk in the street. Angle said EPA restrictions limit piping of shallow ditches and noted that any pedestrian accommodation would require coordination with transportation, right-of-way acquisition, and state or federal funding. Council member asks about MS4 permit requirements and oversight Council member Coleman asked about MS4 credits referenced during the presentation. Angle explained that MS4 refers to the municipal separate storm sewer system permit administered through the Virginia Department of Environmental Quality under federal authority. The Newport News Planning Commission will hold a public hearing on the One City, One Future 2045 Comprehensive Plan at its meeting on Wednesday, June 3, 2026, at 2:00 p.m. in City Council Chambers, 2400 Washington Avenue. The updated plan, which will then be heard by City Council on June 23, 2026, represents the culmination of a two-year update process driven by substantial community engagement.

State law requires Newport News to review its comprehensive plan every five years. The current One City, One Future 2040 Comprehensive Plan was adopted by City Council in 2018 to serve as the general guide for future development. In 2024, the city determined an update was needed and launched the process, gathering both general input and specific recommendations from residents and stakeholders. The resulting 2045 plan reflects current conditions and provides an updated policy framework and implementation strategy.

Central to the updated plan is a new implementation chapter that lays out the tools needed to carry out the city’s vision, along with a time-phased action matrix. That matrix assigns specific, trackable action items to responsible city agencies. Early planning-related actions include developing a process to prioritize plans for designated Planning Opportunity Areas, scheduling and budgeting those plans, and identifying early public actions to attract private investment consistent with the Downtown Vision Plan. Medium-range actions call for implementing those early items and establishing regulations to promote a wider variety of housing types, particularly within Activity Centers.

The plan is organized around six themes: A Prosperous and Resilient City, A Sustainable City, An Accessible City, A Healthy and Safe City, A City that Celebrates its Uniqueness, and A City that Balances Good Places and New Spaces.

2591 West Avenue

The first property under review is the former Saints Constantine and Helen Greek Orthodox Church. The structure was built between 1947 and 1949. The congregation sold the building to the city in 1982. It was condemned in 1989 and has remained vacant since. Concept studies funded in part by a $90,000 grant from the Virginia Department of Housing and Community Development identified potential uses including a restaurant, event space, or entertainment venue.

2907 West Avenue

The second property is the former West Avenue Library. Constructed in 1929, the Georgian Revival and Colonial Revival building was designed by Richmond architect Charles M. Robinson. It served as the city’s first public library and became one of the first public buildings in the city to integrate in 1952. The library closed in 2013 and has been vacant since. Community visioning sessions and market analyses point toward a multi-tenant facility anchored by a restaurant, with additional concepts including a neighborhood hub, center for the arts, or cafe.

The council approved four resolutions appropriating opioid abatement funds: $99,854 for a Jail-Based Medication-Assisted Treatment program, $235,121 for a Peer Recovery Center, $248,256 for a Mobile Medical Unit, and $719,331 in direct distributions. Mayor Jones noted the significance of the settlement reaching communities harmed by the opioid crisis.

Speakers raised several topics during citizen comments. One speaker argued the city could generate $15 million annually by monetizing downtown parking assets. City Manager Archer reported the fifth annual Tour of Newport News drew a record 2,999 registrations, a 41 percent increase over 2025, and generated an estimated $165,000 in economic output. He credited THR Cycling, Parks and Recreation, public works, police, fire, and sponsors including Riverside and Ferguson Industries.

Consent agenda: VDOT grants and meeting minutes approved

The council approved five consent items including minutes from three prior meetings, $209,037 in VDOT Congestion Mitigation and Air Quality grant funds for a citywide traffic signal upgrade, and $4,768,520 for the Habersham Area Improvements Project. All passed 7-0 without discussion.
